PCA Submits Findings To DPP’s Office After Investigation Into Police Killing Of Cuban National

The Police Complaints Authority has completed its investigation into the police killing of Cuban national Carlos Manuel Olive Cruz, which occurred in Princes Town last October.

In a statement today, the PCA said it has submitted its file to the Office of the Director of Public Prosecutions, which will decide whether the municipal officers will be charged.

The 53 year old Cuban national was shot after allegedly attacking the officers with a chain in the Princes Town District.

The PCA investigation also revealed that the officers had working body cameras on them at the time Mr. Cruz was killed, however it had not been activated. 

By virtue of the PCA Act, Chapter 15:05, the PCA is mandated to investigate criminal offences involving police officers.

The Act defines “Police Officers” as members of the Trinidad and Tobago Police Service, Special Reserve Police and Municipal Police Force.

After analysis of the information gathered by PCA investigators, the information was sent to the DPP, pursuant to Section 30 (1) of the PCA Chap. 15:05 which states, “The Authority may conduct a preliminary investigation to assist it to identify whether or not there is conduct to justify a more complete investigation under the Act, or refer it to the Director of Public Prosecutions, Commissioner or the Commission for further action”.

“The PCA’s investigations and recommendations should provide assurance to both the public and Police that deaths or serious injuries that happen during or following police contact would be handled in a fair and transparent manner,” a statement from the investigating body ready on Friday.
