Opposition Senator David Nakhid has penned a second letter to the Director of Public Prosecutions, calling on him to investigate alleged misbehavior in public office by Prime Minister Dr. Keith Rowley.

It comes exactly one week after Senator Nakhid wrote to DPP Roger Gaspard SC, alleging the Prime Minister intercepted the Police Service Commission’s Merit List for the selection of Commissioner of Police, causing it to be withdrawn from the President.

Dr. Rowley has maintained that while he did in fact meet with former PSC head Bliss Seepersad, he did not interfere with the Merit List.

Dear Mr. Gaspard,

I write to you today, exactly one week after my first letter, wherein I asked that you use your good office to order an investigation into the public admission by the Prime Minister of Trinidad and Tobago, Keith Christopher Rowley that as Prime Minister he intercepted the Police Service Commission’s Merit List (for the selection of Commissioner of Police), causing same to be withdrawn and not sent to the Parliament as is constitutionally mandated and doing so in apparent collusion with the President of the Republic of Trinidad and Tobago, Her Excellency Paula Mae Weekes and Chairman of the Police Service Commission, Ms. Bliss Seepersad.

I have taken the step to direct my missive to you as I am of the considered view that it would be an exercise in futility to direct my request to the current holder Mr. McDonald Jacobs as he is the beneficiary of the complained misbehaviour and as such beholden to those who have acted to his benefit. I am also of the view that it would not be proper and may be considered infra dig to address my request to the head of any department of the TTPS.

I reiterate strongly, Mr Gaspard, that a matter of such constitutional import which has cast ominous shadows over our independent institutions, and which has the potential to polarise our nation’s citizenry, now threatens to do the same if there is a failure by the office of the Director of Public Prosecutions to do the needful in an expeditious manner.
